Hema Malini Stopped From Visiting Scene of Violence in Mathura

BJP MP Hema Malini was today stopped from entering the violence-hit Jawahar Bagh area of Mathura district by police, citing security reasons and the ongoing combing operation.
Police said combing operations are underway in the area due to which entry of civilians is prohibited.
"This is not a big issue and there was no ulterior motive to bar the MP from entering the area. Combing operations are underway and the area is being examined by police teams and experts.
"The place has still not been declared safe. It would be difficult for us to answer if any further causalty takes place," police said.
In town to meet the victims of the violence, the Mathura MP, who had faced flak for uploading pictures of her film shoot as violence erupted in her constituency, met the injured policemen at the hospital.
She also condoled the death of Mukul Dwivedi, Superintendent of Police and Santosh Yadav, Station House officer, Farah.
"I am grieved at the loss of two diligent and arduous police officers, the BJP MP said.
She slammed the District Administration for lapses and said there would not have been so much loss if the situation was handled properly.
The Mathura MP had gone to take stock of situation at Jawahar Bagh area where massive clashes claimed 24 lives, including that of an SP and SHO. She was also scheduled to take part in a 'dharna' at the Collectorate, called by BJP National Secretary Shrikant Sharma.
Sharma was sent by Party President Amit Shah to assess the situation yesterday after tension escalated during an anti-encroachment drive on the orders of Allahabad High Court.
The temple town of Mathura was on edge after massive violence claimed several lives as police clashed with about 3,000 members of a little-known sect whose leaders fled while 368 people were arrested.

On 2 June 2016, 2 policemen and 22 squatters were killed in an armed conflict at Jawahar Bagh public park in Mathura city of Uttar Pradesh, India.
The squatters, an armed group led by a Ram Vriksh Yadav, once a follower of Jai Gurudev, had been occupying the site since 2014. Ram Vriksh Yadav, originally from Ghazipur, was running a parallel government, complete with administration, revenue and armed forces, within the park.[1] It is alleged that it was believed by local administrators that Ram Vriksh Yadav was close to some of the politicians, and thus were unwilling to act.[2][3] After a court ordered their eviction in 2016, the police tried to forcibly evict them. They squatters responded violently, killing two senior police officers, including the superintendent of police. The police then returned fire, killing several squatters.

Background[edit]

Since 2014, armed members of Swadhin Bharat Vidhik Satyagrah, which portrayed itself as followers of Netaji Subhash Chandra Bose, had been squatting at Jawahar Bagh, a public park in Mathura. The members of the cult comprise individuals belonging to organizations variously named as Swadheen Bharat Vidhik Satyagrahi ("Free India Legal Satyagraha"), Azad Bharat Vidhik Vaicharik Kranti Satyagrahi ("Free India Legal Ideas Revolutionary Protesters"), Swadheen Bharat Subhash Sena ("Free India Subhash Army").[4][5]
The group has no direct connection with the Indian nationalist leader Subhash Chandra Bose (also known as Netaji), or the organization Forward Bloc founded by him.
Swadheen Bharat Vidhik Satyagrahi (or Swadhin Bharat Vidhik Satyagrah) is a self-proclaimed revolutionary group, whose leader is one Ram Vriksh Yadav. He was assisted by Chandan Bose from Bengal. The finances were manged by Rakesh Babu Gupta from Badaun.[6] Most of the followers were from eastern UP.[7]
The group was formed by a breakway group of the the followers of the religious leader Jai Gurudev, who died in 2012. The group demands a complete overhaul of the British-inspired political system, including abolition of the top posts such as Prime Minister andPresident. Another major demand of the group is replacement of the current Indian rupee with the Azad Hind Bank currency. The group claims that the current currency has become "a slave of the dollar" because it is controlled by the Reserve Bank of India and the government. According to them, the uncontrolled Indian currency would have a much higher value against the dollar, resulting in lower fuel prices.[8]
Another constituent group is the Swadheen Bharat Subhash Sena, the armed wing of the Swadheen Bharat Vidhik Satyagrahi.[9] Established in 2013, it is registered as a political party. Its members also claim a conspiracy behind the disappearance of Bose. In December 2014, an office bearer of the party demanded de-classification of documents related to Bose, and claimed that he was still alive.[4]
In 2014, the Swadheen Bharat began a march from Sagar, Madhya Pradesh to Delhi in support of their demands. On the way, in April 2014, 500 members organized a demonstration in Mathura.[9] The local administration had given them permission to demonstrate at Jawahar Bagh public park for two days. However, once they occupied the park, they refused to vacate it, and turned it into their headquarters.[4] The militant group started indoctrinating local teenagers, seeking to overhaul the existing political system.[8]
During 2014-2016, the group built a self-sustaining community within the park. They built huts and toilets, cultivated vegetables, and disallowed others from entering the park.[9] By 2016, there were around 3000 squatters at the site: the Jawahar Bagh had turned into a quasi-republic with its own constitution, penal code, judicial system, prisons and army.[10] The local residents described these people as "land grabbers and thugs".[9]

Police concerns[edit]

The camp site, Jawahar Bagh is between the office of the Mathura Superintendent of Police and the Tehsil office. The offices of the district magistrate, the Mathura district court, the police control room, the reserve police line and Mathura Jail are nearby.[11] The local administrators were unwilling to act.[2][12] The police knew that armed men were present in the camp. A senior officer said "Whenever we tried to remove him from the park, we received a call from Lucknow to go slow. We knew well that he had assembled deadly weapons and explosives".[13] In 2015, the then UP DGP A K Jain had received reports about movement of criminals to Jawahar Bagh and illegal arms and ammunition inside. The DGP asked for directions from authorities to initiate action but was asked to wait for a court order. Thus the police decided to wait for a court order.

Clash with police[edit]

In May 2016, the Allahabad High Court rejected an appeal by Ram Vriksh Yadav, and ordered the police to evict the squatters from the public park. Subsequently, the power and water supply to the community were cut off.[10] At 5pm on 2 June 2016, a police team arrived at the park. The squatters pelted stones at them and fired upon them.[5]
Initially, the police retaliated with teargas and rubber bullets. But after two senior officers were killed, the police fired at the squatters.[14] The policemen killed in the attack included Mukul Dwivedi (Superintendent of Police) and Santosh Kumar Yadav (Station House OfficerFarah).[15]
Subsequently, a larger police force was sent to the site. By the time the conflict ended, 22 of the squatters were dead. According to the police, at least 11 of them had been killed in a fire caused by the cooking gas cylinders at the site.[5] According to the Director General of Police Javed Ahmed, the squatters had set fire to the gas cylinders and ammunition stored at the site.[16]
In addition to the two dead policemen, 23 police personnel were hospitalized with injuries.[16]

Aftermath[edit]

The police recovered 47 guns, 6 rifles and 179 hand grenades from the camp. By 3 June, they had arrested 368 people, 120 of whom were charged with "creating disturbances". This included 196 preventive arrests, including those of 116 women.[15]
The Uttar Pradesh Chief Minister Akhilesh Yadav ordered an inquiry into the incident. The State Government announced a compensation of  2,000,000 each for the families of the two dead policemen.[16]

A violent clash between the Police and activists of two outfits we've not heard much about, the Azad Bharat Vidhik Vaicharik Kranti Satyagrahi and the Swadheen Bharat Subhash Sena, have left 24 people dead in Mathura, including an SP and an SHO. 
The activists of these outfits had illegally occupied 280 acres of Jawahar Bagh since 2014 on the pretext of a 'dharna'. Police who tried to evict these illegal occupants, after a directive from the Allahabad High Court, were welcomed with violent attacks that started as stone pelting but soon escalated to use of swords, knives, guns, grenades and even automatic weapons.

Why are they protesting? What are their demands?
  • Make all documents related to Netaji Subhash Chandra Bose public.
  • Scrapping of electoral process to appoint President and Prime Minister.
  • Make available 60 litres of diesel and 50 litres of petrol at Re 1 each.
  • Replacement of current Indian currency with what they call "Azad Hind Fauj" currency.
Who is Baba Jai Gurudev?
Jai Gurudev was a self-styled godman who died in 2012, allegedly at the age of 116, leaving behind assets worth Rs 1,200 crore.

Jai Gurudev had luxurious ashrams on the Delhi-Mathura Highway and in Uttar Pradesh's Etawah district. He had land worth Rs 4,000 crore and cars worth Rs 150 crore. It is said that his followers make a donation of not less than Rs 12 lakh daily at his ashrams.

His followers occupied Jawahar Bagh in 2014 to claim his property through protest and make the above stated demands.

On 13 January, 1975, a rally was supposed to take place in Kanpur's Nanarao park, and Netaji Subhash Chandra Bose himself was allegedly supposed to take part in it.
Despite knowing and believing that Netaji died in a plane crash 30 years ago, there was a huge crowd in the park with people eagerly waiting to catch a glance of their hero.
What happened next?
Jai Gurudev took the stage, raised both his hands to a baffled crowd and said "I'm Subhash Chandra Bose". Before he could finish saying that people rained slippers, rotten eggs and tomatoes on him. The police had to order a lathicharge to control the angry crowd.
No solid information is available on Gurudev's early life. There are rumours that say he lost his parents as a child, and left home at the age of seven in pursuit of a perfect spiritual master and that the search ended when he met Saint Ghurelal Sharma in Aligarh. Another story claims that Gurudev used to perform sadhana for over 18 hours every day.
Within a short span, he set up ashrams that looked grander than the Taj Mahal, and lured in many followers from backward classes who hailed him a hero. When we say he's got following, we mean it. See this photo -

He entered Indian politics in the 80s and 90s with his Doordarshi party, contested in hundreds of elections but never won any. That may explain why his followers are against elections.
Cases against Gurudev and his followers
Uttar Pradesh State Industrial Development Corporation has filed 16 cases in the Mathura court accusing the ashram and his followers of encroaching on hundreds of acres of industrial land.
Mathura district magistrate received 23 complaints from farmers accusing Gurudev's followers of forcefully taking over their farmland.
Now that explains the sect's fascination with encroachment.
